Volunteers from across the state reported for service to Camp Leedy before going to their next duty post and then the war. The Camp was named for Kansas Governor John W. Leedy. The camp was in the south part of Topeka at the old Topeka Fairgrounds, which is currently the Kansas Expo Center. The 20th Kansas Volunteer Infantry spent about 3 weeks at Camp Leedy before departing on May 16, 1898. The 21st Kansas Volunteers were mustered into service at Camp Leedy from May 12-14 and left on May 17, 1898. On the same day, the 22nd Kansas Volunteer Regiment was mustered into service at Camp Leedy, and they departed on May 25, 1898.The 23rd Kansas Volunteer Infantry was mustered into service during July 1898 at Camp Leedy. It had the distinction of being comprised of all black soldiers who were commanded by a black officer, Lt. Col. James Beck. This was unusual because black soldiers in the United States Army at that time were segregated into units that had white officers. At the beginning of the war, there was an effort in Topeka to raise a company of black soldiers, but this was abandoned when it became clear that only whites would be allowed to enlist. It was only toward the end of the war that blacks were allowed to volunteer, and the 23rd was formed. The Regiment was mustered out of service on April 10, 1899.
